They have something like that in City of Heroes. Actually, I'd like to see something like that, too.
I've made a couple minor tweaks to my window, but the major thing I changed was stretching the Health and Energy bars over the skill buttons, then putting the target display on top of that. That way, I can get a better idea of how much damage I'm doing compared to how much damage I'm taking. It gives me an instant visual comparison.

It wasn't until I read this thread that I found out about customizing your GUI interface, and I'm glad I did, since I was not happy with the layout of the default interface! Anyways, here are my GUI interfaces:
My standard GUI interface. ~2.0MB .png I like to have a wide, clean view of the playing screen without too many icons and windows cluttering the screen. I set my resolution to 1600x1024 for the wider view. Yeah, it won't quite fit my 4:3 monitor, but it makes it look like I'm playing in Widescreen!
GUI interface with all windows open. ~2.0MB .png Ok, I admit it, I'm easily annoyed by overlapping windows, and like to have them nice, neat and orderly!
GUI interface with customized settings. ~2.0 .png Just in case anyone was interested in how I arranged my windows.

is there a way to turn off that retarded message in tombs maps where its like "primary mission - kill the ghostly. secondary - screw someone etc"
its horribly annoying and block the view of people.

Don't know if there is a way to turn off that message.
Just seeing if this works for anybody else who farms-
I take off my skills because I put the order of skills in an order that keeps me alive. Warrior/monk- 1-Healing Breeze, 2-Cyclone Axe 3-Bonetti's 4-Healing Hands 5-Symbol of wrath 6-Vig spirit 7-Mending 8-balth. spirit.
I take off the experience bar because I never really need to know when I'm going to get my next skill point.I enlarged my health/energy bars because I easily get distracted and don't notice my health or energy when it's really low.
Just an idea

I'm usually playing a healer, whether it be tombs or GvG or PvE, so I eventually adopted this GUI. It's handy because you get a square screen, then everything else you need is at the bottom right. It was annoying having to look from my skill bar back to the party window to check and see if my skills had recharged yet (like Healing Seed), so I made this where everything is in my peripheral vision.
I've used the 1-4, F1-F4 keys for my skills for a while now. It's handy because it means less guessing with your left hand on the keyboard. 5-8 are my weapon slots, but I rarely change, and if I need to, they're all right there next to my skill bar, so I can just click. Other than my GUI and those changed keys, everything else is default.

I've fiddled with my interface so much it's not even funny... I haven't in a while though, I think I've got it the way I like it. Everyone seems to comment that it's excessively huge, but ah well. :)
My controls are QWER for movement, and I've had it that way since Quake 1.. 123456ty for skills, asdfxzcv to select teammates, ~ to view opponent names and call target (and all those other things you can call), tab cancels current action, capslock selects myself, control views party names, g autoruns, and F1 through F4 change equipment.

Thats a good set up Ignotus. I have a set up close to it. I use the number pad for my skills and the number row for my party members 1 - 8. Now I still use the wasd for movement because its easier for me to reach the number row. As far as target closest, I assigned it to the 0/INS button on the number pad and I have attack set up as the ./del button on the number pad. I have my long range weapon set as the + button on the number pad and the close range weapon as the Enter button on the number Pad. It works out great for me and if I really need to specify which person/mob I'm attacking; I just use my left pinky on the tab button to scroll through. Thats my setup and works well. I haven't shuffled anything on my screen yet but since everyone is trying it; I just might as well do it too. LOL.

Is there a way to remove the skill descriptions when my mouse is over a skill in my bar?

I moved My SkillBar to the very top middle, removed the Experience bar, Thinned down the chat interface and basically made everything around those mods. Like someone Mentioned Id love to be able to move the timer in pvp. Also id like to have timers for everythign I do as well, if I cast Divine Spirit and it lasts me 15 seconds it would be great if it somehow told me exactly how long I got... like on warrior adrenaline, maybe do that in reverse on the skill icons so that it slowly darkens from top to bottem according to how long it last. that would make my pvp experience so much better!

small and centered:
I dont have to see my avatar, i like a 340° view!!!
My enbergy, targets class hex and energy are small and centered.
You barely have to move your mouse and eyes for controll.
I like the radar big and the "trade" button on top of the radar.
The chat window fills the whole left side.

I like to keep things close together so I can compare relative health and energy. I've managed to do this without having it confusing or cluttered (for me).
I find the parallel health bars and energy bar useful for energy management when using skills like, Vampiric Gaze, Vampiric Touch, Ether Feast, etc.
I shrunk the skill monitors and put them to one side which is less distracting but visible. Also my skill monitor is parallel with the enemy's monitor so it's easier to compare.
The experience bar is also shrunken and tucked into an area where it doesn't draw attention - I don't use it much but it's still nice to have around.
The vertical effects monitor looks less cluttered than if it were horozontal - as it would visually clash with the skill bar. With a stack of effects it's still not as intrusive as one might think.
The "trade" button and "drop item" buttons (not shown) have been moved to the space to the right of the skill bar - they're actually on top of each other since I don't imagine having to need both buttons at the same time.

I want to see a guild battle where both teams use an interface whcih COMPLETELY covers the game graphics.
So all you can see is your skills bar, health/energy and party list, not even using radar!
It would be completely possible because of the great targeting system following call hotkeys etc. It'd be like playing an old text based rpg.
Be slighly harder if it was capture the relic though :S

Somewhere I saw a screenshot of an interface where the party window contained an energy bar for each member; but I can't for the life of me find it now. It was involving a discussion about energy regen and Eve the necro henchie if I recall; but beyond that I don't know, and Googling hasn't turned it up.

I think this seriously frees alot of my screen space.
I updated it since then:
Compass:
Is now nestled completely to the top left corner, instead of hanging from the district list.
--When not in a district, the list dissapears. It makes it very clean and spiffy looking.
Effects Monitor
I've switched the effect monitor with the skill bar and made the skills bar a little bigger, the effects monitor a little smaller.
--I found it less confusing that way since the effect monitor just seemed to be floating in the bottum and I couldn't follow it very well with my eyes. This way the bar seems to add support visually to the effect monitor.
Problem with the interface:
If you are used to clic/selecting skills(Which you shouldn't be doing) then the descriptors that pop up from the skill might be a problem. It block 4 skills at a time.

the most important thing i do is reposition the target's health bar directly over my own and then rescale it to match. then i can basically look at a fraction of my targets health percentage over my own. i find this very conveniant. i then put the target's "skill in use" bar next to the target's health, right over my energy bar.
Mumoto
I think my interface is easy and better than most of the other interfaces posted here.

FFF_WarRaven - All you do is drag them (menu items) back to the Menu button to get them off. I have Customise and Log out on mine as those are the two I use most.

Simple and easy. Gives a decent view of the environment.
I like to use the word stream-lined for this setup. I liked the default setting but then after awhile found it claustrophobic so I moved things around to what you see in this picture. Meters are off to the side or bottom and don't clutter my field of vision too much.
ChoKILLate[FDG]
That's my mesmer up above, but I realized I did not show where everything else was so this makes for a more complete picture. I keep weapons shown because I do switch them out when farming or when running vs normal fighting. I keep all enchantments/hexs to the right of skills so I can easily notify a monk/mes of my condition. I have the enemy life and skills slightly off center to the right so I can easily see when to disrupt while still focusing on the area in front of me. I normally keep the player bar small unless using a monk. It is kept close to the skill bar so that I can easily click and heal:

The low perspective of this pic might be a little deceptive, but normally the effects monitor is sitting right above my toon's head so not a single hex or condition slips through without me noticing. Very important for a monk (or anyone, really) to place this somewhere that your eyes dont have to dart back and forth to see. I put the upkeep monitor right on top of it to save space, and my target monitor just above center screen so i know everything that my enemy is doing. This interface sometimes blocks my view a little, but I'd rather give up admiring the scenery than hide everything in a corner.
ChoKILLate[FDG]
Nice shot! What widescreen resoultion do you use?...and how do you like your Yakslapper?
However as a monk, I am more worried about conditions on others so I have to keep an eye on everyone through the player monitor...unfortunately I don't want that right in the middle of my screen.

To each his own. When i play mo it just seems like i'm staring at the interface more than anything else. I like to be able to have my eyes center screen and stil lbe able to see all the critical elements of my interface. Maybe i'm just weird (almost certainly, actually). And thats not ws actually, i just have my monitor at odd settings because its a peice of crap. And i love my 'slapper. Though it didnt help me much in this particular fight. Moments later i moved to get out of the way of a group of patrolling minotaurs (didnt want them uglying up my shot) and three rockshots popped up. bleh
