The restrictions on the 15% damage is the Loss of armor -10. So you lose 10 armor and sorry to say this is not worth 80k, but u might get it.

Its a great staff dont get me wrong. If u use blood magic then use it. You probably wont find better ingame one. U might want to change the mods...
