Definitely not. It sucks for those who are having problems, but not all of us are. I don't see why we should all miss out.
They changed the quests for Zenmai and Olias recently. You now get both of them in the Consulate docks. http://gw.gamewikis.org/wiki/Chasing_Zenmai

I'm pretty sure they said when you make a new character you can have them tied to one of your old characters from GW1, not an account wide...
