Why can i not dye my bone staff

On guildwars.com there is an apology for a problem on the german server ive gone up to 85k for pings i cant do anything at all, pvp battles are...

Where are the best places to level up in GW and up to what level e.g i find it easy to get up to lvl 12 in pomgei valley in factions and a similar...

where do you get a collector staff that can be dyed then ?

i cratfed one from cavalon and collected one from Zin Ku Corriodor neither let me dye

I cant use any dye on either of my 2 bone staffs but i can on my evil eye staff but on the guildwiki site it shows examples of coloured bone...
