Yeah I can do it in CoF, but I only do that when fighting Murakai. Divine Favor is usually at 16, makes it easier. Arcane Echo -> Spellbreaker...

They're completely random drops from any monster. Go out and kill.

Ele swords aren't worth much anymore, 60k for a perfect req 9 one is all you'll get really.
