Clean the shield goes for around 6-8k, with +30 it'll be at best 15k "Perfect" usually means +30 and -5/20% inscription, though...

There are a few spots you can get the infused at, if you feel like doing an icy dragon sword run then it's at the same spot....
Agree with Luke, normally see them selling clean around 3-5k, perfect salvage mods if you can't find a decent price (~15-20k) for it as a whole
agree with above, non-max isn't worth holding on to, straight to merchant
IMO your best bet is to perfect salvage the mods and sell everything separately. ~12-14k for -5/20 ~6-8k for +30 ~5-7k for clean shield
IMO about 5-7k if you're lucky, not a great skin so you're basically selling the mods
