you can only have 2 modifiers though so its EITHER fast cast OR fast recharge and then an energy mod; so i'd say your ideal rod would be 20%...
IMHO id still use the collector's --im sure you wont be all pure smite and they do have 12 eng and recharge/FC on healing/DF isnt bad either....
