In my opinion, The class name "Ranger" itself implies a relation to nature.
I can't say I would mind a trilogy though. Although, a Douglas Adams' definition of trilogy would be fine too.
Charr have Assassins and Rangers. Norn don't. Therefore, Charr can perma, and norn can't.
