What are you talking about? We are talking about horses in the game. Horse riding and horseback combat is a great idea and should be in the game....
Why don't you propose this idea to Arenanet? It would be a good idea.

They should be given to characters at level 15.
That is a great idea! Horseback combat! That should be in the game.
