If we take -1 in the equation, we should also take all pre nerf -X physical damage (XX%) in the equation. Making that the rarer perfect mod again.

What appeals to me about -5/20 +30hp shields is the rarity, not the functionality. A shield with -2 +xxhp only needs +30hp to be perfect, but a -5...
