is there any way to cycle through every single available district, or can I only pick from the options it gives me?

I tend to pick "International - Active District" which I assume takes you to the most populated one, but not 100% sure

I am enjoying the game so far, but it seems more like an offline RPG at the moment. I barely see anyone in outposts. Right now I'm a level 9...
