The only confirmed drop for the Draconic Shield, afaik, is the Zchest.

Sorry that it's sort of large. EDIT: On a side note, they might as well add this shield skin into the game.

You're always better off using +armor shields.

Because it's inscribable, you'd have to actually finish FoW for it to drop. That reward chest is the only one that spawns inscribable...
