You're very wrong then... very low req and very desiderable mod (-2 ench) and vanity skin... he can easily get 20kish

1. merchant 2. the rune trader is your best choice for rune prices 3. merchant 4. salvage and if you get the +23 try to sell it for 750-1k

I would say 5-8k if not a vanity skin, otherwise more....
