zelous is one good mod,its actually faster than having 2pips of regen.
req7 axes i think were intoduced in the new patch...ive seen a couple already..but they still are rare and i havnt seen a 15>50. gl.
they buy it as cheap as they can i guess in LA...
well the only thing i could come up with is that they salvage the mod off a certain item and just put it on the 15>50 weapon. thats what normal...
