Well with the Skeletons removed it seems more likely that there is a final quest still upcoming. Otherwise why are these quests exclusive to this...

Maybe they set it at a different time to stop it colliding with Mad Kings visits?
The Reapers also make it very clear that he is the end. They also mention how "Dhuum" is just one of many names given to him.

He could of been reffering to the term undead rather than the group that Guild Wars uses. Technically Thorn is an incorporeal undead.
