what sets the prices for r7/r8 inscr shields?

For me it depends on the profession (i only play PvE): For monk and mesmer i prefer staves that give +20 energy (10 + 5 + 5^50)... that way i miss...

Insignias are update for armor that support insignias (nightfall armor and obsidian)... The "old" armor have fixed bonus, like extra...
