id suggest doing all the quests, getting a full set of upgraded armor, and making sure you have been everywhere available to you. can get some...
heh thats because there is no mask upgrade apparently there once was but they removed it for some reason...
If I remember correctly, he offers both quests at the same time... the rez one and some escort a farmer one...
check your inventory screen in between your equipment and bag contents, there should be a button to enable them.
