I had two drop from the boss at the end of the Minister Cho Estate Mission. Only time I've seen it ... and to get 250 orbs is pretty easier...

Can get the Jade Wind Orbs anywhere in Cantha .. I've found that just outside the Monastary is the easiest and quickest... Wow 250 is a lot...
