You only need 20 titles to fill your HoM. No one is forcing you to get 30 maxed and they want there to be a challenge or else everyone would be a god.

For the 15k versions don't you need at least R1 luxon or kurz? Think that was in the update that changed all armors to 1k instead of 1.5k.
