Im a little confused on how this works, I tried this earlier today and it didnt work for me.
I went to Ember Light Camp, I drank 5 alcohol zoned to Frozen Isle zoned back, no minutes so I had to constantly zone back and forth till my minutes eventually came back.
I also tried the Borealis Station Europe and International and it didnt work either.
What am I missing?

The places from the first Post do not work anymore. Try to find your own places, there are still some. Yesterday a guildmate found one from LA to Ascalon, but didn't work for more then 10 minutes.

They do NOT appear to be identical. Even when the above zoning trick works I just get 1 minutes...and then if I wait two minutes the other two minutes of effect spring up AFTER I zoned.

If you only get 1 minute, your zone is only partially working, and the same thing would happen no matter what type of alcohol you used. Remember that zones are not permanent! The one I posted above could have become one of these "partial" zones by now, or it might have stopped working altogether.
Before I found the EotN->Gunnars zone, I found many such partially-working zones. These seem to work a bit like the "window" theory in the original posts from way back.
In these zones, you usually find that it works for maybe 30-40 seconds, then you only get one minute when you zone. If you wait 10-20 seconds and rezone, you'll probably get the other 2 minutes as well, and the zone will work fully for another 30-40 seconds. Sometimes these zones stop working at all after a few minutes.
When looking for a FULLY working zone - one that works every time for more than just a few minutes... you have to watch your points after EVERY rezone for at least 5 minutes to be sure you've found a good one.

It looks like when I zone, it takes a little while for my drunkenness to catch up, so to speak. I have to wait 30 seconds or so, then zone. I have tried this from many different towns.

Don't know about permanent windows (don't seem to ever see any for me). But I noticed if you try some towns say start in europe district of gunnar's hold, drink to level 5 zone to asian district sometimes you'll get all 3 minutes in 1 go. Then to repeat you go back to europe, then drink and go back to asia. Seems to usually work a lot for me once I find a good town I can usually do it for multiple hours.
Note, you can change and try all sorts of different towns, canthan like house zu heltzer, lion's arch, nightfall towns. Usually once you find a town that it works going from one random district (europe) to asia/ korea or whatever. It usually works all day for that day/ town. But the next day it could be gone and you have to find another town.
