Well I ran out and tested Buried Treasures, Do Not touch and Treasure Chests. 3 of my chars so far tested could in fact open them a third time today. The 4th one couldnt. I have 6 more to test. However the 4th one was the last character I ran for the second reset. Also gold per chest has dropped I've noticed either slightly on some characters of more significantly on others. For example in the domain of pain I only got 2k or so instead of the 3k I came to expect on 1 char. Also on one character many of the drops were purple whereas before they were always gold or gems. I haven't tested this enough just randomly getting chests and on different characters but here is my theory.
The good: Chests reset are based on the specific character and are reset 30 days on that character from the last time the character opened a paticulat chest.
The bad: I believe there was a nerf to the amount of gold possible per chest as much as 33% in some cases. Also, there was a nerf to the item drop from being gold/gem to gold/purple/gem.
Feel free to contribute and post what results you have discovered.
Its cool for the resets but it makes it less worth it with the nerfs, also it definitely makes nightfall more appealing to me due tohaving a free monthly allowance. What are your thoughts.

I still think that any huge patch (like the Canthan New Year) update somehow reset the chests and we have to wait for the next round of patches to get it reset again.

Hmm... I can confirm, I just opened a treasure chest with my Paragon, who I haven't played much of late and yes, for the third time she's picked up a gold from the chest in jahai Bluffs. The plat was 1,47 as well. Same as last time.

Same deal for the buried treasure in Arjok Ward. ( Gold Portal Staff + 1,79 plat) And I know for a fact this is the third time, because I went round farming them all like crazy on the last reset in case it turned out to be a bug...

Just checked the Buried Treasure in Lyssa's Mirror, it opened for the third time 
Same goes for Jahai, Arkjok.

My monk opened the chests a second time the DAY they were reset, and still can't open them a third time. 2 of my characters who opened them much later were able to open chests a third time. There's definitely no direct relationship between resets and time opened.

I ran with fabiola to open chest the second time they were unlocked, and i just tried to open a third time on my dervish and couldnt, but then tried on my necro and i could.

man o man......ah well... guess I will have to keep track of which character opened which treasure on what day.....argh... but would be nice every month to get a bonus, so I will keep track, somehow...........

i want to add that my monk has been able to open the treasure chests from the kourna/vabbi areas for a third time, havent tried the two istani chests yet.

Ok, I was on early tonight and I was talking to a guildie of mine who is actually really trusting and the first thing he asks me when I got on was "hey...are you able to to get the chests?" So I asked him "you mean the free treasure chests?" he said "yeah". I said..."well, I already got them, they all say they are empty". I check after every update to see if they got resetted. He then said that early this evening or early this afternoon (cant remember which) he was able to get the chests again. I've gone with him the two previous times (the original and then the unintential setback), and tonight he was able to get them for a THIRD time on his Sin and Dervish (the characters he used awhile back). I'm not sure if it was some rare glitch or what, but this guildie of mine, who I trust as a friend, wouldnt have gone out of his way to mention something like this especially since it is not of his personal character to "make things up". At first I thought, he might have forgotten about them on one of his characters and he was just mistaken, but when he mentioned his Sin and Derv, I knew something was strange. His other characters tho, werent able to unlock them again for a third time. Both I and another guildie went to went out to try the chests, but came up empty. Strange: yes!

I opened the one in Vabbi on the day of the reset with my Mesmer, and still no third, but I'll keep looking. This would freaking RULE.

Ok more info to add. I have 10 characters to test this on and here are the results:
Characters that could open a third time so far: Monk, Elementalist, Ranger, Dervish, Warrior, Assassin and Mesmer
Characters that couldnt open a third time so far: Paragon, Ritualist and Necromancer
I'm going to try again with those that couldn't tommorow. At this point, I believe that some characters can and some cant and its random as to who can. So try opening on different characters. I couldn't open it with any of my characters and I opened these chests on the 2nd respawn on the same day it respawned, with all of them. I'm surprised I'm not able to yet, I know I didn't do it this late.

Maybe it's a month after your last open? I don't remember when I opened last, might have been a bit after it reset. No chests for me atm.

Okay I don't understand. I have 9 characters that got each chest two times. But only my monk, of whom opened them all last, got to open them for a 3rd time. No one else. ??

I just tried with my Necro and he wasn't able to open any for a third time. But it is true that my second openings were less than a month ago, in case that is significant.
