Well, my mesmer is only 30 days old so I'm thinking it won't be reopening anything right now.
Maybe the dervish can...
I could care less about seeing gold or purple BTW, I'd love to finally see a gem drop. 15 months of play and I have yet to see a gem or a green of anything fall to me and that mesmer just NEEDS a set of vabbian armor. (Mutter)

Everything that follows is my latest theory:
The free chests were introduced originally to be unlocked once every 30 days but they decided somewhere after the first reset that they should nerf it which brings us to the current system.
1.Every 30 days each character will have a random chance of either all 12 free chests opening or all not opening. For people that are able to open some today on a character but not all did not get this unlock but simply didnt open all the chests before. So if you have 10 characters you could every thirty days be able to reopen the 12 chests on 0-10 characters.
2. Chest Drops were altered. It is based on each individual character. The first 24 free chests opened, regardless of location or reduncancy of a specific chest being opened will have the traditional drop rate of a guaranteed gold or gem + the traditional random cash of around 500g in Istan up to about 3k in ROT. After that particular character has opened 24 free chests the character will have a new nerfed drop rate which will be: [Traditional Gold Amount - (0 to 50%)] + (a gold, purple or gem)
Additional notes: My 3 characters that couldnt open still cant

I find the new system to be an excellent balance between too much impact on the economy and taking the fun out of the chests. Each month it will be fun to test which characters can open the chests. A great outcome, thank you anet.

btw: My tyrian monk opened all 12 chests for 3rd time (got two purples and less gold in higher areas
) but tyrian necro couldnt open chest on starting island so I stoped my check for him. Now i'm doing run on my tyrian warrior - chests work for him.Edit: Warrior finished, now mesmer - chests are working again.
The January reset didnt depend on the time when the chests were opened for the first time, it was just a plain reset of all chests for all characters. Also the quality of drops the 2nd time was exactly the same (for me and people i know)
Now it's completely different. None of my characters can open for the 3rd time yet, even the one who did a full run immediately after the first reset. So maybe it's a random bug that somehow affected only some characters or even just some chests?

I tried with two more of my characters this morning, my Cathan Warrior and my Elonian Paragon (yes, i do actually play a paragon) and run to the same chests/treasures as i did with my ranger (see previous post).
This time, i got nothing with either of them, always got 'chest is empty' or 'you find nothing'.
The only difference with these two characters to my ranger is that neither of them have completed NF, so i dont know if this makes a difference.
