I'll accept that Norns may have thicker skin - but it still makes sense that if they're going to wear armour, they'd at least wear armour that actually helps. Best explanation I can think of is that they have a cultural feeling that they're all a race of gladiators and hence they'll fight gladiator-style even in serious situations. That doesn't mean I have to like it, though - and I don't - so I really do hope there's at least one alternative armour option for her - that isn't too hard to get - that doesn't look like fetishware.

When you can turn into a bear, does it really matter how much armor you have?
Besides, in normal combat, there are very few times that you need to bend backwards (which is the only thing that strap restricts). You'd be surprised how much properly treated leather can move.

1. Norn are a warrior race, they like (ill-favored?) battle. It's been said in the lore and so it reflects upon the game.
2. They're shapeshifters. Think about Jora shapeshifting into a bear while she's wearing full body covering armour. If she shapeshifts back, she'll have nothing to cover herself with, since her armor burst to pieces when she changed into a bear.
And thus, I take it from that view that the armor has a functional purpose rather then just a visual one.

some of you guys here are being overly sensitive about jora's body or any female body for that matter. quit being so closed minded and insecure, stop letting your high morals lead your life
in my opinion about jora's current armor is the reason why the designers changed it to that way is because those fcc type people around these boards. and when they changed her armor appearance, they made it that she lost her shapeshifting ability because if she transform into a bear that top would have ripped right off. see why all of the male norns are shirtless? if she had still wore the armor from the original concept art and still had her shapeshifting ability, it would have made a lot sense and be appropiate why she had that original armor design

I think the armor being functional to support her transformation is probably a good assumption. However, it was stated that Jora doesn't have the ability to transform into a bear at the moment...
