I guess if you think about it, the changes to Assassin made them more of what I believe ANet wanted them to be, someone that zips in, does huge dmg and zips out. If said Assassin doesn't zip out ASAP-he dies. Warriors without Tactics, not much of a change in play really. I suppose ANet realized Tactics was already a mostly unused attribute and needed a change. Hopefully the soon to come Tactics change will be interesting. How would you change Tactics to make it useful but not create an unbalance?
EDIT: Of course, this implies that ANet was being proactive in the changes to Tactics instead of reactive (meaning, they changed the skill line because they were under used, instead of reacting to an imbalance in the game). Has ANet made proactive skill changes before?
Is there any reason to run Tactics anymore?

Well, I tend to find a lot more tactics requiring shields than strength requiring shields.

I haven't run Tactics on a Warrior in ages. They might as well just move it onto a Paragon, since most Tactics skills were nerfed because of the Paragon anyway.
