Ether Nightmare + CoP = any /Me can use. But TNTF even if can be used on every /P, it's worth only on P/any.
And you can't use CoP without /Me.

The problem is that most of the time you will be bringing a hex JUST to trigger CoP - rather then bringing a hex because it's godly.
So when it comes to CoP - you are actually using two skillslots to make it work.
That is why I feel that it's limiting enough and also not worth it for normal PvE.

ER = Ether Renewal, and Mind Blast are both elites, you can't have them together at the same time.
Also, 600/smite is imbalanced as are most farming builds.

As for CoP being as effective as for non mesmers as a mesmer, i'm not so sure. The real power of CoP spike comes when it's combined with assasins promise or echo. Which limits the number of classes than can use it's spike to the fullest.
Tbh CoP spike is ok, it's not great in areas where there are hex removal in abundance e.g jade brotherhood, destroyer mobs and areas of the desolation. It's useful but by no means the be all and end all.
If we are talking about PvE powerful team builds(and excluding ursan etc) then my vote would be the imbagon.
