So I am currently happily leeching Competitive Missions since I need the 10k Kurzick faction to advance some of my guys and well ... like I care giving an excuse.
Anyway, as I was happily standing at the respawn point looking all smashing as I noticed an interesting trend.
Nobody gives a shit.
People don't rage, people don't throw hissy fits and people do not report.
When I am playing, my fingers are glued to the /report command and I am VERY trigger happy. You leech - your ass gets reported.
Today - nothing. Maybe a person per game and that's it.
So ... why aren't YOU reporting the leeching bastards?

But to answer your question. Yesterday I went on a reporting rampage of all the lame leechers in JQ. Got a bunch of Dishonorable and couldn't play for a while.
This was after asking team mates to also report.
One thing I noticed is that the Hex Discription for Dishonorable is INCORRECT. Nowhere in the discription does it say
"YOU HAVE BEEN GIVIN A TEMPORARY BAN BECAUSE YOUR LAME TEAM MATES COULDN'T BE BOTHERED TO REPORT AS YOU DID. MAYBE NEXT TIME YOU DECIDE TO USE THIS BADLY IMPLEMENTED SYSTEM YOU WILL THINK TWICE BECAUSE THE ONLY PERSON WHO IS GOING TO SUFFER IS YOU."

I try to report on all Guild Wars Welfare (AKA Leechers) most of the time. But I enjoy playing and there are times I don't notice that there are leechers until its too late. Also the time it takes to report multiple people delays me from killing things (example FA when you have 5 leechers and only 3 playing)

One reason people don't report is because they don't know how. Even though it tells you at the beginning of every AB/etc match how to report, people don't read it. I say "plz report the leech in base" and get 1-2 people saying how?
Also, in AB format often times players will be miles away from base and not have the leecher in view....

I report every leech. It takes only a second to target and type /report and click the button.
Sadly it's a futile gesture.
The best I can do is complain to support and give them any information I can. Then they can give me the canned response they have been using for years about how they know the system is broken and to keep watching for game updates for any changes to the system.

Because I've had the dishonorable hex for reporting too much a few times, while the leechers keep leeching. So in the end I decided it's a system that hurts the real players more than the leechers.
Let's not kid ourselves, the only reason /report exists is so that they can say that they technically have a report system. Not to actually be functional, but simply to exist, that's the reaosn there is a /report. When they give a presentation about features they can add the -report leechers and bots to the list.
Just like the search option is a way for them to say they have technically adressed the lack of an auction house. Although at face value it's not a lie, anyone who plays can immediatly tell it's a shallow or even so disfunctional sollution that it has reverse effects.
I'm willing to bet that because /report is know to be a farce, more people dare to actually leech themselves, so the problem becomes worse.

I do report, but I do see that is rather pointless. Places like FA are constantly full of leeches that never get banned. (Add one to your friends list and watch how they're online every day.) Its been a problem since Factions was released. ArenaNet has made it very clear they don't care about the problem. They've continously told us they're aware of the problem but don't know what to do about it. This has been going on for years and it doesn't look like anything is ever going to get done about it. Players have simply stopped caring. Why bother when ArenaNet isn't going to do anything to these people?
