you could say there is a chance he could be there but there are still alot of other options
charr lands in eotn are a good assumption but i'm betting jade sea now atm
he hasn't been in fac for a while now
so i'm guessing jade sea or realm of torment

He's not in the Maguuma Jungle but maybe the places I HAVEN'T checked: Ettin's Back, Dry Top, Tangle Root.
