Maybe the fact that they've never done that before, and they said that the wouldn't, because they know that the small income from adding such a thing to the in-game store would be trivial compared to the mass exodus of players leaving GW?

Character slots? Bonus Mission Pack? Game of the Year upgrade? All cosmetic, all available from the in-game store, all non-essential, non-gameplay affecting upgrades.

It. Is. Free. To. Play. Period, full stop, end of story, there is not a damn thing you need to ever pay for besides the initial game box (or download). The second they start offering in-game gold or weapons that are "better than max" in the store,
then you can whine about how the game isn't really free to play anymore because those who pay more are getting distinct advantages. Until then, how about
you stop spreading misinformation about how the game
isn't free to play?
The costumes look drop dead amazing. I bought 'em because, well, I felt like it. If you don't like them, or you don't want to drop $10 on them, fine, but kindly remember that if you don't buy them you are in exactly the same state that you were in prior to the costumes being introduced. Oh, I guess that's not quite right; now you can wear your festival hats without an armor/att penalty, which people have been asking for basically since the game first released.
@Necro: The NCSoft store is the one that people
think might be unsafe, I don't think I've ever heard anyone claim that the in-game store is unsecure. If it's either the BMP or the costumes, I'd personally get the BMP just because the missions are pretty fun and the weapons are very nice, but it's really which shiny you'd prefer.
