I'm so happy, I just got my Tyrian character into Vizunah Local. I did what Laibeus said.
Semi-Detailed rundown:
1.) My Character, Reikai Tsubasa is a Tyrian character. He has cleared the GW:F storyline, in terms of progress.
2.) I spent a while in the Marketplace aD1, starting a group for the last part of Mayhem in the Market, or the "sewers" part of it. Basically spammed,
"Starting Group for LAST PART of Mayhem in the Market - Sewers"
3.) We got our group together. I believe it was all Canthan characters, execpt me and 2 henchies. The henchies that we had were Professor Vhang [Shock Henchman] and Sister Tai [Healer Henchman]. I also left the group, and re-joined, as to make sure I was not the leader (not sure if this matters.)
4.) I ran into the Undercity, and from there, worked our way to Vizunah Local. When we reached Guardsman Pei, I could not talk to him, however the Canthan characters in the group could, and therefore I was ported in with the canthan group. alright..
all of my canthan-born chars were able to pass into viz foreign
(Rt, Mes, As)
of my tyrian-born chars, only my Ele, and Monk were able to go over.
My tyrian-born Necro, Ranger, and Warrior could NOT.
ALL 8 of my chars have completed both primary campaigns (proph+factions, w/ NQ), and have unlocked all towns and outposts on both maps. (with the excpetion of the tyrian-born who couldn't get local quarter)
my Rt, Mes, As, Ele and Monk have Protector of Cantha, but so does my Nec, so I don't see any patterns that dictate who should be allowed in one area or the next.
I used the method above for my Ranger, Necro, and Warrior, but no luck. are there any requisite quests?

i figured it out
you need to have completed all 13 of the canthan missions for tyrian chars to be allowed into Viz Local, then you join a group doing mayhem in the market as listed above.
that's it.
worked on all of my chars. *updated the wiki as well.

Complete the game as a tyria character.
Then simply join a Cathan group at the Marketplace who are doing Mayhem in the Market quest.
At the end when the leader of the party selects the option to move into the Local Mission area, you will be taken with them.
If you try to walk there without this mission the gate will be closed, and the NPC will not open it for you.

I have a Tyrian born monk who has done all the first set of Kaineng Center quests, has Protector of Cantha title and finished the game, at Vizunah Local. She got in with a guild group whose leader was Canthan and needed the quest. She got in, other guildies did not.
I have a Tyrian born warrior who has done NONE of the first set of Kaineng Center quests, has NOT finished the game (but I did have Vizunah Foreign)who is also at Vizunah Local. She got in the same way as my Tyrian Monk. Other guildies did not.
I have a Tyrian born necro who has done SOME of the Kaineng Center quests, has finished the storyline missions who has tried every way read about to get into Vizunah Local and can't.
Conclusion? There is no rhyme or reason to getting a Tyrian based character into Vizunah Local. Sometimes it happens and sometimes it doesn't. This needs to be fixed, it's been a problem since the game began. The only trigger that needs to be in place is that a Tyrian based character HAS to have done Vizunah Foreign.

ok, I tried this too many times, and I figure it out, I also post this at wiki's talk page:
wiki's talk pagedon't quote this plz
you must do Minister Cho's Estate and Zen Daijun, that's it
I think my ranger beat the game, but she didn't complete Zen Daijun. That's why she can't get in.

edited: someone did serval tests, he found out Cho didn't count in
