considering they cant change the name anyway i dont see them adding this.
as for the manual name change for banned names they only change what the rest of the people see but the name of the character stays the same.
example
a banned name will still show up on the account when something is customized as *customized for banned name* but only the account holder will see the banned name.

or something along the lines of a 7 or 30 days wait per change to minimise any so called "scams" that could arise through the idea.
Other than a few simple rules that should be put in place though im all for customisations, the more the better...

I say, allow each char's name to changed once, and ONLY ONCE. If you get bored with your char name, that's too bad. I've yet to see an online game where you can change it at all, let alone more than once. Basically, allowing one change would allow for you to change a name you hate.
As for the idea of a stylist NPC, which has been discussed before, I'm all for it, but I don't think faces should be changeable. I doubt there are any plastic surgeons in Tyria, Cantha, Elonia, or any other part of the GW world. Heck, there's not even plastic. Maybe not even surgeons.
In short, I think this is a good idea, but only for people who actually regret their char's name, or hairstyle (I hate my hairstyle, it has a bald spot when I run, and I really want a less bizzare name). This should not be something for people who are just fickle.

i think that they could make it a 1 time change per character, in that way scammers woouldn't abuse of it, and ppl who really would like to change their char name will have to think it well before they use their chance

I think maybe have a "one time use" thing, so things like appearance/name can be changed, but only one time and that's your lot. That should help cut down any abuse.
Quite frankly I don't see why people would be against ideas like this, which just add options to the game. They don't take anything away. They don't force you to do anything new. They're just options which could be handy to have, and they don't hurt anyone.

As said earlier in this post, your name is a part of who you are in the game. If you dont lkike the name then why did you pick it to begin with. I thin changing your name at will, can and will create too much confusion, not to mention the database problems that may crop up. Unapproiate names are already taken care of we just need to report them when we see them.
So in saying that I do not support a name change vendor or any other way to change a characters name after creation. If you dont like the name you chose themn delete the character.

Selfish? Who the heck are you to tell someone that changing his name is selfish, how does it hurt you? If you don't want to change yours, don't, but you have no cause to begrudge someone else that choice. If you think your ability to be lazy and not maintain a friends list should trump someone else's ability to rename a beloved old character, it is you who is selfish.
Scammers? Scammers will go on scamming with or without the change. There's no reason Anet couldn't put a time limit on name changes, and no reason they couldn't keep a record of past names in tracking scammers. If forum software can do it, I'm sure Anet can.
Uncreative? When you first make characters, you generally pick what you like at the time. Your choices are already limited by names already taken, by appearance choices that are often very poor. This results in clone characters and names that can sometimes be rushed so you can get the character made and get into the game faster. After you've played longer, you know what names to avoid that might have ingame connotations, and you know what hair/faces to avoid, because everyone else has them too. That's not a symptom of being uncreative. The petition is promoting more creativity.
Outright illiterate? This one has me stumped. My names are perfectly crafted in English, I simply no longer like some of them - they don't reflect what the character has become, or the area in which I feel they're most at home.
Cross-dressers? I realize it's important to get your homophobia out of the way, but not only is this ignorant it's offensive. I'm a woman, my characters are all women, and if I wished to change them into male characters, that would reflect on my out-of-game dressing habits not in the least. And vice versa.
Petition /signed. Anet can work out the kinks. The ability to retroactively put faces and hair from other expansions onto your characters would be especially nice. I get terribly miffed each time a new expansion releases and my old characters look more and more ugly by comparison.

Take my monk for example, "I Only Protect You". I just came from diablo 2, where the hype is to create funny names, and names that represent your build. I also read on forums about monks getting blamed for not healing in pugs, so to be safe I took that name.
Now it's a crap name, my other chars names are 'real' names, and I play as a WoH healer most of the time. I would really love to change the name, but no way I'm gonna delete my monk.

I'm very surprised and excited that name changes are being considered. This very morning I was thinking about creating a new necro to replace my original little necro lady (Protector of Tyria, Protector of Cantha, and capturer of countless elites) merely because I've grown tired of her name. Please, please, PLEASE follow through with permitting name changes.

due to database security accounts cannot be changed which includes names/appearance.

If it's a rumour, chances are it's going to be wrong. That's the way these things go, a lot of the time.
