not since the big dervish update they haven't been viable. mysticism only affects dervish enchantments now, and the key skills have been changed.

you can also unlock skills with balthazar factions from pvp'ing. each normal skill is 1000, every elite skill is 3000.
storyline heroes and mercenary heroes function the exact same way. it really doesn't matter which you decide to rune up.
the cd isn't required to play the game, it's all backed up on anet's servers. when you load it up, you log in and play from what anet...
