It should be something cute and gimmicky, IMO. More miniatures would be fine, or costumes or auras (or party balloons, as I previously suggested)....
Sorry, but I'd hate to see extra storage as a birthday gift. We all need more space, but limiting it to 2 year old characters is silly.
