I just don't like the 30 second recharge, and would rather bring mend condition/ailment so I can get off a decent heal and remove the condition.
It can be bought at Quarrel Falls or Henge of Denravi. You could also do the Hot Springs Murders quest near the hot springs place.
It can be bought in Yak's Bend or you can get it after Protecting Ascalon quest that you get from Grazden the Protector in Ascalon.
Purge conditions removes all conditions. Mend ailment/condition remove one condition.

Right outside of Lion's Arch, there should be a quest called, "Ascalon Settlement" that awards you this skill. Or you could buy it...
