there is nothing bugged about this staff,just adept staff head doesnt works on pre-nerf staves,so thats why it doesnt give 'hct fire'...
lol,cmon guys......12% is the lowest possible dmg mode on gold item,and it was nerfed long time ago.....20-30k+
