I think it may be a wandering Siege Ice Golem patrol. But since it prevents completion of a quest without the player being at fault, it is a bug.

Best find is my new weapon of preference: Max damage Fiery Dragon Sword of Fortitude +14% always, +25 health -10 armor when attacking.
