There's no need to run -no sound unless you like playing with no sound. You might also try to run GW with either -no shaders or -dx8 instead...

Unlikely since your fans etc all turn on. Your PC needs 4 thing to boot: PSU, CPU, GPU and RAM and you'll need a working screen to display...

B) Check your BIOS: If it says you can boot from USB = no problemo. If it doesn't says you can boot from USB = problemo.
