I got a purple 13%^50 yesterday from the vale chest in uw

so a guildie gets this axe as a drop and figures it isnt worth anything: req8 archaic axe, not inscribable with a 15%^50 damage modifier
A monk char has alot more chance to get into pugs and increases your chances of meeting new people, should you be doing alot of pugging.
Is the drop rate for lockpicks the same in NM and HM?
