The bow looks like a perfect salvage candidate. if you get the 10/7 string, you may sell that for 3-5k or more? anyone has a clue on that value?
I would sell the artifact to merchant, or trying to sell for 1K to a player or so. It is max energy, but +4 armor when attacking is kinda useless...

First of all, +13-15/-1 mod is kinda very rare on foci. But E/XX usually uses their second profession to get a +12 & +15/-1 & 30HP...
btw I have a very similar staff, but i decided to keep it and sell later as a staff if i need money. Monk item is slightly better than water ele.
