So you want a sigil for a guild hall ... You can win one for yourself in the Hall of Heroes (late in the game) or buy one. Price is still around...

I have a fire staff and flame artifact both with +20% fast recharge and from a purely subjective viewpoint my skills seems to fast recharge more...
