There are two Mesmer Staves. both are max damage for a staff 11-22 Improves both casting speed and skill recharge for whatever attritbute of staff...

I want as close to 20% as I can get. Or 20% itself. I will pay well for this. Someone out there has to have one.

I do almost no PVP, and Chain Lightning in PVE is one of my more powerful spells. This is just bullshit for non PVP people.
