I would put Shame or Guilt instead of Empathy or both when not equipped with Cry of Pain.

For PvE I would kick Energy Tap and take hard rez from monk like Rebirth or Resurrection Chant.

I think that wise players take Rebirth or Rez Chant so there is no need to tell about i t all the time.
