There is no cap on XP.
Fight solo a few times through the Snow Wurm patches right outside of Boreal Station. That'll give you a hefty XP boost at level 13.
Check here to see what you're missing. The outpost locations for both Ascalon Arena and Shiverpeak Arena do count - as pointed out by lennymon.
