Also leveling up would cause those "max" damage/mod weapons useless as the quest reward weapons while going through the game in a pve...

The game changes alot when you want to try out build ideas instead of being content with your pve character exploring the game.

It wouldnt do anything useful for the game, other than force changes in how the game scales over time.
