To be honest the affects of Arcane Thievery/Larceny are far to random to be considered, also the fact that you can accomplish the same with Power...
From the new Canthan henchies, I can safely say only Guardian and Avicara are decent/smart/good. The monks... well lets say Alesia and Lina look...
