I don't get the Zaishen Scouts 100 %.. if you click on Travel on your full map Embark is one of the destinations.. so those scouts are part...

Actually you can get to Embark Beach from everywhere.. so you could get them, not that I have tried I don't have mercs anyway.. (yet)
