Instead of putting a fan, you can vaccum all the dust from your fans like I did - that fixed my graphical lag problems on games.
Is your internet up? (i.e. you can surf the web, play other games etc.)
I think a new video card is more of a priority than RAM. Make sure your video card isn't integrated before you look into the (good) AGP cards....
