I think I would go with inspiration magic for a mesmer.

see I kinda want my mesmer skills to be my back up skills with tricks and stuff and my air elementalist skills would be offensive

Because I like the idea of tricking monsters into thinking their doing stuff. Kinda like conjour phantasm (or whatever it's called)

I have one character left to make and I want to use it for PvE I want to be an air elementalist and I don't know what kind of mesmer I should...

what skills can you get as an elementalist in pre-searing I was rushing through it cause my sister was yelling at me so can somebody list the skills?

Have one or two good deffensive earth spells on hand but be more air.
