Is still worth to create a character in Tyria?

Skill rewards in quests, are they gone?

Hi, Basically i wanted to start a necromancer but I don't know if it is worth to start it in Tyria. Can I start in cantha and after finishing...

basically i just want to get confirmation that there won't be skills rewards in any quest during factions missions so I can start use my skill...

I haven't got any quest with skills as rewards yet. There use to be a lot of those in Prophecies. Are they gone in Factions?
