Well imo the best build is just make one for yourself,you'll feel better that you made it yourself and then if it works hey Its good too.

As others have said Mesmer is more of a advanced proffesion and requires knowledge of the other proffesions,so you know who to shutdown or interupt.

Judge's rest the health armor,depening on if your a PvE or Pvp Id have a full set of health ready and a full set of acolytes ready.
