Energy cost is kind of high, but it's useful against those damned warriors who tank with healing breeze or healing signet.

So does this give the enemy this spell, so they could cast it back at me? If that's the case, than I would really avoid using this on mesmers...

Pretty good in HoH because most teams will be in a big bunch. Combine it with Arcane Echo or Echo and you can get a pretty big disrupt radius.
